What is the SHINE Program?

The SHINE program provides free, unbiased and up-to-date health insurance information, counseling and assistance to Medicare beneficiaries of all ages and their caregivers. The SHINE counselors help older persons (and younger disabled Medicare beneficiaries) understand their Medicare benefits and other health insurance options.

The SHINE program operates with one paid staff person and a team of committed volunteers trained and certified by the Executive Office of Elder Affairs in many areas of health insurance including Medicare, “Medigap” insurance, retiree insurance, and public benefit programs.

What is a SHINE Counselor?

Community volunteers who are trained and certified by the Massachusetts Executive Office of Elder Affairs in many areas of health benefits. SHINE Counselors provide information on Medicare (Part A, Part B, Part C, and Part D), Medigap insurance, prescription drug coverage, retiree insurance plans, Medicaid and free or reduced cost health care programs.

How May a SHINE Counselor Help Me?

SHINE Counselors help Medicare beneficiaries understand their rights and benefits under Medicare and other health insurance coverage. Counselors may review present coverage, provide written comparisons of prescription drug plans. Counselors also help with claim forms and applications.

Where Can I Find a SHINE Counselor?

SHINE counselors hold regularly-scheduled sessions at Council on Aging sites throughout Berkshire County and are available to assist consumers via telephone.

How Can I Become a SHINE Counselor?

Volunteer SHINE Counselors are the heart of this program. By becoming a state certified counselor, you will be an important member of the growing efforts to help Medicare beneficiaries understand their healthcare options.
